In DrugBank this state is given to the drugs that have been discontinued.  Although the reason as to why such drugs are withdrawn can range from patient safety and toxicity issues to limited commercial viability, the formal rationale behind such decisions lies typically with the regional or national public health administration that issued the withdrawal. 1

A drug maintains its drug approval status even once withdrawn, as approval indicates that it has been approved at some point in time. It is very common to see drugs with different statuses and thus, to confirm the status in a determinate jurisdiction, it is recommended to consult in the "Product" section in the drug card.
